Public Discussion on Integrated Watershed Management of Rural Development Year 2018 in Sikka Regency

Caritas Diocese of Maumere together with the Government of Sikka Regency and Yayasan Karina organized a public discussion at March 15, 2019 on “Integrated Watershed Management toward Rural Development Year 2018 in Sikka Regency”.  The goal of this learning event was to review the implementation of the Integrated Watershed Management Planning in Dagesime – Magepanda Watershed.

Yuven Wanggae, from Caritas Diocese of Maumere, explained that 7 villages in the watershed of  Dagesime – Magepanda have perform priority activities from the plan, while 13 villages in the watershed of Riawajo identified their program for the management plan in 2019. “In 2018, we planted nutmeg, pepper and cloves, and it takes time to see the impact. But there has an increase of knowledge in people around the area toward forest and water springs conservation”, he added.

In this forum, Bakri Kari of the Sikka District Disaster Management Agency (BPBD) reminded that if there is no management of watershed with a disaster mitigation perspective, the upstream area will adversely affect the middle and downstream area.

Besides BPBD, they who also attended to this forum are government officers from the Planning, Research and Development (Bappelitbang), the Office of Community Development, Environment Agency, a team of the Ministry of Environment’s Unit, the Village Head and Consultative Body (BPD) in the Dagesime – Magepanda and the Riawajo watershed area and representatives from the Community of Disaster Risk Reduction (Forum PRB).

There are main ideas that should considered from this public discussion. The watershed management cannot be done separately, but must be integrated between areas of upstream, midstream, and downstream, with the clarity of authority between villages, districts, counties, and provinces. To ensure improvement in the upstream area, an incentive for environmental services is needed and is given to the upstream’s community. Finally, the Sikka government needs to establish a mechanism for post-disaster recovery if a disaster strikes the watershed area.
