Revising Emergency Response Guidance in Malang




The humanitarian solidarity team of the Malang Diocese (TSKKM) together with Karina conducted a revision on emergency response (ER) standard operational procedure (SOP) and replication training on standard SPHERE. Held in Malang, on May 10 – 12, 2019, these activities were attended by members of governing board of TSKKM, as well as volunteers from parishes around Malang Diocese.

The revision on SOP was held on the day before SPHERE replication training. The Reviewer team consisted of Karina staffs, Rudy Raka and Yohanes Baskoro, staff of CRS Indonesia, Salbiyah, and the TSKKM team. Starting the discussion, Br. Marco Pantja, O. Carm invited reviewers to review carefully the draft of the SOP from first page to the last. The reviewer examined all editorial sides and its content, from historical aspects and mandate of the TSKKM, to the service aspects in emergency situations, both technical and non-technical sides. Fr. Agustinus Maryanto, O. Carm, head of TSKKM, appreciated the efforts of reviewer team in compiling and finishing documents that would be a guidance for the Malang Diocese in emergency response management.


Right after the SOP revision had completed, the next activity was the replication training on standard SPHERE facilitated by Salomo Marbun of Caritas Bandung Diocese. It was held on May 11 – 12, 2019 and attended by 25 participants from the diaconates of the North, South, Malang City and Madura.

The three main parts in this SPHERE training were, at first, knowing the risks, threats, and the existing vulnerabilities and capacities in each Diaconates area. Secondly, an emergency response simulation with a designed scenario starting from at the time and after a disaster happens. It was important to see the role and function of each group to respond disasters based on their capacities. Third, reading, understanding and learning how to use the SPHERE’s standard book. In this part participants were expected to have knowledge about the core standards that will be used in conducting humanitarian assistance, especially in emergency response situations.

Hopefully, the document of SOP and SPHERE training from this event could motivate the Catholic Church in Malang in handling disasters’ issues. Furthermore, people participation and social-pastoral institutions in the Malang Diocese through TSKKM was improved, transparent and accountable for humanitarian works in East Java.
